The inaugural Rule of Law Forum was convened in December 2022, establishing a new platform for substantive dialogue on legal governance in the Arab world. Organised by the Youssef Sader Foundation in partnership with the Konrad-Adenauer-Stiftung (KAS), the forum attracted scholars, judges and legal practitioners from across the region.
The first edition focused on foundational themes: the independence of the judiciary, the accessibility of legal information, and the role of civil society in upholding the rule of law. Each panel was designed to move beyond theoretical discussion toward actionable recommendations.
The forum concluded with a declaration affirming the participants\u2019 commitment to transparency in judicial proceedings and the democratic accountability of legal institutions. It set the stage for what would become a recurring series, with the second edition following in 2024.
