The second edition of the Rule of Law Forum convened in October 2024, co-hosted by the Youssef Sader Foundation, the UNESCO Chair at Hamad Bin Khalifa University (HBKU), and the Konrad-Adenauer-Stiftung (KAS). The forum gathered over two hundred scholars, judges, practitioners and public officials from across the Arab world.

This edition explored three thematic pillars: judicial transparency in the digital age, the role of artificial intelligence in legal practice, and the implementation of environmental treaties across Arab jurisdictions. Each panel combined academic rigour with practical perspective, ensuring that the discussions remained grounded in the realities of legal practice.

Key Outcomes

The forum produced a set of recommendations addressed to Arab judiciaries and legislative bodies, focusing on the need for transparent and accountable AI governance frameworks. Participants also endorsed a joint declaration calling for greater regional cooperation on environmental treaty enforcement.

The event built upon the success of the inaugural 2022 edition and established the Rule of Law Forum as a recurring platform for substantive dialogue on legal governance in the Arab region.
